Episcopal means "overseen by bishops." A bishop is the overseer. Bishops in the Episcopal Church come in several types.

Bishops are accountable to the General Convention, a bicameral legislature which meets triennially (and may have special meetings, such as the last special one at South Bend in 1969). The House of Deputies is one chamber, the House of Bishops the other. Legislation must pass with exactly the same wording in both Houses to be official policy of the Episcopal Church.

During the interim, the Presiding Bishop and Executive Council provide oversight. There are 100 domestic dioceses of the Episcopal Church. Each dioceses has much choice in terms of its liturgical and theological preferences, including choice of candidates for ordination, although persons are guaranteed access to the process without regard to gender, race, or sexual orientation.

General Convention governs the church through Constitution and Canons, and it advises the church through resolutions. The House of Bishops meets twice a year, even in years when General Convention does not meet, but it cannot pass legislation without the concurrence of the older House of Deputies. The 1977 House of Bishops' conscience clause, for example, was passed to allow bishops who disagreed with the 1976 canon permitting the ordination of women not to recognize such ordinations in their own Sees. The conscience clause was not a legal document because it never received the concurrence of the House of Deputies. The 1997 General Convention revised the canons to require that women's ministries be enabled in every diocese.

The House of Bishops often issues pastorals, sometimes at its own initiative, sometimes at the request of General Convention. These documents have no force of law in TEC, but serve as strong advice. For major strength, they need to be passed, not just received, by both houses of General Convention. For example, see the House of Bishops' Teaching on Human Sexuality, written to be a pastoral but reduced through parliamentary action at the 1994 convention to the lesser status of a "teaching." The House of Bishops cannot legally function as a Roman Catholic magisterium.

Of these, Long Island and Minnesota will elect coadjutors; the others will elect ordinaries. Dates have not been announced for all of these elections. Consents may be sought during the convention for those that occur during the 120 days before it starts. I expect to list here before GC starts the names of those for whom consents will be sought.

Oregon, currently vacant, expects to elect at its diocesan convention in November 2009, after General Convention; thus the consents will be requested of Standing Committees

Thirty-four bishops (22.4% of all active bishops) will have been consecrated or elected since General Convention in 2006. In 2006, 10% had been consecrated or elected in the previous triennium. In 2003, 19% had been consecrated or elected in the previous triennium. In 2000, 20% had been consecrated or elected during the previous triennium.

Even so, this allows for more continuity and corporate memory in the House of Bishops than in the House of Deputies, where 41.3% will be new in 2009. 45% were new in 2006, 42.3% new in 2003, 43.9% new in 2000, and 39% new in 1997.

Our Constitution states:

No one shall be ordained and consecrated Bishop...without the consent of a majority of the Standing Committees of all the Dioceses, and the consent of a majority of the Bishops of this Church exercising jurisdiction. But if the election shall have taken place within one hundred twenty days before the meeting of General Convention, the consent of the House of Deputies shall be required in place of that of a majority of the Standing Committees.

The Rt. Rev. Barbara Harris was the first woman ordained bishop in the Episcopal Church, consecrated in 1989 as the Bishop Suffragan of Massachusetts--20 years after the first females were seated in the House of Deputies, 70 years after women's suffrage was ratified in the United States Constitution.

Sexual Orientation

As I reported at GC 2003: two bishops have identified themselves as gay:

General Convention 2006, under extraordinary pressure from the Archbishop of Canterbury's emissaries and with the strong urging of Presiding Bishop Frank Griswold and Presiding Bishop-Elect Katharine Jefferts Schori, passed Resolution B033-2006 which called "upon Standing Committees and bishops with jurisdiction to exercise restraint by not consenting to the consecration of any candidate to the episcopate whose manner of life presents a challenge to the wider church and will lead to further strains on communion."

During the triennium, nominating committees have nominated 'out' lesbians and gays in the Dioceses of Newark, California, and Chicago. None of those candidates have been elected.

Deputies in many dioceses are drafting legislation that would appeal or nullify B033 At the Lambeth Conference in July 2008, the Archbishop of Canterbury issued strong warnings to TEC and the Anglican Church of Canada not to elect or consent to lgbt bishops.

Age and longevity of service

On August 5, 2008, the average date of birth for active bishops , was August 11, 1949, for an average age of 59. The average age of active bishops in 2003 was 59.7, in 2000 was 58.5, and 59.5 in 1997.

The average active bishop was born on August 11, 1949. Geoffrey Fisher was the Archbishop of Canterbury; Henry Knox Sherrill was the Presiding Bishop. Harry Truman was president and in the first year of his full term. Seventeen days later, on August 11, the six final remaining veterans of the Civil War met in Indianapolis, and on the next day, the Soviet Union tested its first atomic bomb. A month after birth, the People's Republic of China was created (October 1, 1949) and on October 7th, the Democratic Republic of Germany was officially established.

The average bishop today finished high school in 1967, 10 years after the Russians had launched Sputnik and four years after John F. Kennedy was assassinated, and three years after the Civil Rights Act of 1964. Michael Ramsey was the Archbishop of Canterbury; John Hines was the Presiding Bishop. The average bishop today went to college during the period of the most unrest on campuses in American history, in opposition to the War in Vietnam.

The average bishop today was not ordained until March 27, 1980, almost six years after the Philadelphia Eleven and four years after Paul Moore, Jr., had ordained the first out lesbian priest, Ellen Marie Barrett. Ronald Runcie was the new Archbishop of Canterbury; John Allin was the Presiding Bishop. Jimmy Carter was President, and Ronald Reagan was in the wings.

The average bishop today was consecrated on May 5, 1999 at an average age of 49.7 and after an average of 19.2 years as a priest. Bill Clinton had been in the White House for six years, George Carey had been at Lambeth Palace for 8 years, and Frank Griswold had been in the penthouse at the Church Center for a year.

We are seeing a shift a bit like that in the early church where once it was mere speculation whether the uncut might remain uncut. Within one generation the uncut were in the vast majority of those hearing, heeding, and spreading the much better news about more important signs of genuine holiness. In a few decades one wondered how on earth a small piece of the male's private part could have ever received the status it once had, and no one would have asked  to peek.

My friend theologian Norman Pittenger often told me, "Louie, so long as there is death, there is hope."  At 71.5 (8/5/2008) I find that more sobering than humorous.

Place of Birth: Bishops' Mobility

Of the 152 active bishops

15.1% serve as bishop in the states where they were born
30.9% serve as bishop in the provinces where they were born. In 2003, those portions were 12% and 32%.

Of the 152 active bishops

28.9% were already serving in the diocese that elected them.
46.1% were already serving in the same province as the diocese that elected them. In 2003 those portions were 46% and 55%.

(5%) of the 100 ordinaries, ordinaries-elect, or bishops-in-charge in the 100 domestic dioceses were born outside the United States.  The other 95 are distributed unequally based on their provinces of birth and the provinces in which they now serve. Clearly the 'Westward Movement' is in action among those elected to the Episcopate:

Eight of the domestic dioseses (8%) are currently vacant. Seven are expected to complete elections before GC 2009: Alaska, Eastern Oregon, Eau Claire, Northern Michigan, Rio Grande, San Joaquin, and Southern Virginia. It is not yet clear whether Navajoland will elect an ordinary or continue to be served by an "Assistant Bishop," current Bishop Mark MacDonald, Missioner for Native Ministries in the Anglican Church of Canada.

Five (4.9%) of the 102 TEC bishops currently exercising jurisdiction were born outside of TEC (one each in Anguila, Canada, Cuba, England, and India. The other 97 are distributed unequally based on their provinces of birth and the provinces of their episcopacy. Clearly the 'Westward Movement' is in action among those elected to the Episcopate:

Marital History

Most bishops are married: 143 of the 152 active bishops (94.1%). 95% were married in 2003. Check here to see the names of their spouses.

At least 10.5% of the active bishops in TEC have been divorced 87.5% of those have remarried.

Two of those divorced while serving as an active bishop, the others before being elected.

There is likely under-reporting of divorce in The Clerical Directory. Details of marital status are typically supplied by the one listed, even if indirectly through the diocese. Given the stigma some attach to divorce, especially to divorced clergy, some clergy do not volunteer information about marriages already ended before they were ordained and sent data to The Clerical Directory. I have respected their vulnerability by not listing divorced bishops by name.

According to White & Dykman, 2nd ed. General Convention in 1946 amended I.18 to provide for application by persons whose marriage had ended in divorce (or who wished to marry someone whose marriage had ended in divorce) "to the Bishop or Ecclesiastical Authority of the Diocese...for a judgment as to his or her marital status in the eyes of the Church, or for permission to be married by a Minister of this Church..." 2:418.

The Episcopal Church did not allow clergy to remarry until the 1960's.

At the 75th General Convention in 2006, much time was devoted to whether to grant consents to a bishop-elect then in his third marriage.

Bishops in Gay Unions

To date, The Rt. Rev. Otis Charles, retired Bishop of Utah and The Rt. Rev. Gene Robinson, Bishop of New Hampshire, are  the only TEC bishops who have openly affirmed that they are gay. Both live in civil unions and life-long commitment to gay male spouses.

Last Assignment before Election

Of the 152 active bishops, 68.4% were in parochial assignments upon election, with the average parish size of 721 communicants. That average is 198 more than in the averaged parish of deputies to General Convention in 2009 (523), and it is 66 communicants more than it was in the last parish of before election of bishops report in 2003. It is larger still than 247, the average size of all parishes in TEC, based on dividing the total number of communicants by the total number of congregations.

Twenty-four ordinaries formerly in parochial assignments now oversee dioceses with 20,000+ communicants; before election, these worked in parishes that averaged 1,004 communicants.

Twenty-seven ordinaries formerly in parochial assignments now oversee dioceses with under 9,000 communicants; before election, these worked in parishes that averaged 429 communicants.

It is clear that the size of a candidate's current assignment substantially influences dioceses when they elect bishops. In general, candidates with the bigger parochial assignments go to the bigger dioceses. This was not true in three out of the last four elections for Presiding Bishop, with the election of the Bishop of Mississippi (currently 37th in size out of 111 dioceses), the Bishop of Hawaii (currently 79th), and the Bishop of Nevada (currently 93rd). Most Rev. Frank Griswold was, upon election at Presiding Bishop, the Bishop of Chicago, currently our 13th largest diocese.

The  151 bishops active in the 100 domestic dioceses oversee flocks of varied sizes:.  Clearly bishops in the great heartland of the Midwest and bishop on the west coast oversee fewer communicants than do those elsewhere.

Bishops' Neighborhoods

White privilege with a miter

As in 2003, four percent of our domestic diocesan bishops are African American -- N Baxter, CPA, M Curry, NC, W Gibbs, MI, and O Walker, LI

African Americans 9.6% of the 7.3% of the House of Deputies (up from 7.3% in 2003) and 12.3% of all Americans.  In A Report on Episcopal Church in the United States, Dr. Kirk Hadaway reported that only 2.5% of all Episcopalians are African American .

Seventy-two percent of all active Caucasian TEC bishops are diocesans; only 43.4% of all active African American Bishops are diocesans, but that is up from just 27% in 2003. An African American still has more chance of being elected a bishop suffragan than being elected an ordinary.

Ordination/Consecration Patterns

The average currently active bishop was born on 8/11/1949, was ordained as a priest on 3/27/1980, and was consecrated on May 5, 1999 at an average age of 49.7.

Bishops who became priests after other careers

Many bishops, like an increasing number of other clergy, came into the the Episcopal ministry after other careers. Twenty-one (13.8%)of TEC's 152 active bishops were ordained to the priesthood at age 35+. That's up from 11% in 2003. Six of these (28.6%) are females -- including our Presiding Bishop, for whom the priesthood was not opened until 1976:

  • Legislative Committees
     

    Legislative committees serve during General Convention. All proposed legislation is assigned an appropriate legislative committee. Committees typically hold hearings on and draft the final versions of all legislation considered on the floor of General Convention, responding to proposals from dioceses, deputies, bishops, and interim bodies.
